Creating a risk register
Before you create a risk register, make sure you have the required permissions.
If Create risk register isn’t available, ask a Jira administrator or Risk Register administrator to review your permissions.
Go to the risk register listing page, then select Create risk register.
You can create a risk register based on a new Jira project, an existing Jira project, or an existing saved filter. You can also configure administrators and a sub-filter under Advanced options before creating the register.
Choose the risk register scope
Choose the scope that matches how you want to manage and report on risk work items:
Scope option | Use this when | What you provide |

New Jira project | You want to create a new Jira business project and use it as the risk data source. Only Jira administrators can use this option. | Project name and project key. |
Existing Jira project | You want to use an existing Jira project as the risk data source. | Risk register name and the selected project. You must have access to the project. |
Saved filter | You want to include risks from more than one project, or create a register based on specific JQL criteria. | Risk register name and the selected saved filter. You can only use filters that are visible to you. |
Risk register name
Risk Register suggests a name based on the selected scope, such as Finance risks, Transformation Program risks, or Enterprise risks where the source filter is named Enterprise risks.
You can replace the suggested name. Risk register names must contain between 2 and 120 characters.
Create the risk register
Create from a new project
Select New Jira project, then enter the Project name and Project key.
You must be a Jira administrator to create a register from a new Jira project.
When you submit the form, Risk Register creates a new Jira business project, enables risk assessment for the project, creates the risk register, and opens the new register.
Create from an existing project
Select Existing Jira project, enter a Risk register name, then select the Jira project to use as the risk data source.
Creating a register from an existing project doesn’t move or duplicate issues. The register uses the selected project as the source for risk information.
When you submit the form, Risk Register creates the register, enables risk assessment for the project if it isn’t already enabled, and opens the new register.
Create from an existing saved filter
Select Saved filter, enter a Risk register name, then select the Jira saved filter to use as the risk data source.
You can use a saved filter if you own it, if it is shared with a group you belong to, if it is shared with a private project where you have the Browse projects project permission, if it is shared with a public project, or if it is shared publicly.
When you submit the form, Risk Register creates the register from the selected filter and opens the new register.
Set advanced options
Expand Advanced options in the creation dialog to configure administrators and a sub-filter before you create the register.
Administrator(s)
Use Administrator(s) to assign one or more users as risk register administrators. Start typing part of a user’s name or email address to search for them.
Risk register administrators can manage the configuration of that register and delete it, even when they are not Jira administrators. You can change the administrator list later from the risk register settings. See Configuring a risk register.
Sub-filter
Use Sub-filter to apply additional JQL to the risk register. The sub-filter further restricts the work items included by the register’s main scope.
For example, a register scoped to a project could use a sub-filter such as statusCategory != Done.
Only work items that satisfy both the register’s scope and the sub-filter are included. The JQL editor validates the query before the register can be created. For JQL syntax help, see Atlassian’s JQL fields reference.
The Create button
Select Create to create the risk register. After creation, Risk Register opens the new register automatically.
