License for subset of users?

What if only a few users need Risk Register?

Licenses for Risk Register are purchased via the Atlassian Marketplace, and are subject to the rules established by that Marketplace. As vendor of the product, ProjectBalm has no control over the purchase process, nor the scope of the license that you purchase.

How is the license volume determined?

For Jira, you must purchase the app license that matches the highest Jira application tier. For example, if you have a 500-User Jira Software license, and a 20-Agent Jira Service Management license, your Jira apps must be at the 500-User level. – "Which license do I choose when purchasing an app?"
